Development agency to study issues in MSME clusters

With an aim to study non-development issues in five micro, small and medium enterprise (MSME) clusters, the Small Industries Development Bank of India (SIDBI) has awarded a project to an agency to give solutions, reports media.
Cluster Pulse, an ISO certified economic development agency, has been awarded this project by SIDBI to suggest solutions for competitiveness in five sectoral clusters in the country, it said.
They are: Jammu & Kashmir Tourism Cluster (Jammu, Kashmir & Ladakh), Alleppey (Kerala) Coir floor covering cluster, Dehradun pharmaceutical cluster, Panipat carpet cluster and the Indore pharmaceutical cluster, a release by the agency said.
The major focus will be on non-financial issues, infrastructure and marketing aspects, it added.
MSMEs contribute 40 percent to Indian economy and provides large employment in the country but suffer from many challenges, it said.
"The objective of this project is to carry out detailed analysis in the five clusters with a view to identify non- financial gaps and suggest appropriate measures to achieve the desired competitiveness," it said.
The project includes Analysis Of Business Operations (AOBO) of cluster, SWOT (Strengths, Weaknesses, opportunities and threats) analysis, vision for the cluster (both short term and long term), current Pain Points and actionable points on these, the founder of Cluster Pulse, Jagat Shah said.
The project will also include infrastructure related issues which are affecting the growth of the cluster.
They include spatial issues - basic cluster infrastructure (roads, industrial space, power, gas), common facility centre, marketing infrastructure, water and effluent treatment infrastructure.
It will also look at cloud/ IT services infrastructure, Government linkages including Public Private Partnership (PPP), environmental degradation related issues, renewable energy sources, technical requirements, & international market linkages, the release added.

It is firmly felt that the issues related to the Stainless Steel Utensils and Cutlery manufacturing industry should have been included in the study programme. There are several clusters across the country on this industry. There is a need for support for development of this industry as there is a shortfall of trained personnel in this industry and there is no concrete effort for setting up training institutes in this sector. The industrial training institutes should develop a curriculum for imparting training in this field especially for mechanical operations related to the production activities like blanking, pressing, spinning, rolling, buffing, polishing, etc. as this sector offers employment potential on large scale. The Government should also come out with support for removal of wastage generated out of this industrial activity.

Financial support by way of collateral free loans, assistance for market development, brand development, assistance for recovery of debts from local market, international standard certification, etc.
