SAN FRANCISCO and OAKLAND, Calif.: The California Hispanic Chambers of Commerce (CHCC) recognized Jesus Vargas as "2010 Businessman of the Year" on August 13, during their annual statewide convention in Los Angeles. The CHCC is the largest regional Hispanic business organization in the nation representing over 720,000 Hispanic-owned businesses. Mr. Vargas owns the Oakland-based engineering firm "VSCE," that provides construction / program management, and public relations to government, developers and non-profits throughout California.

Mr. Vargas is a well-known business owner, respected for his integrity, commitment to excellence and community development. He served on numerous Boards such as the Caltrans Small Business Council, Women's Transportation Seminar, a Pastoral Council, and on various Chambers. He mentors emerging businesses and youth. He also helps county and state agencies develop policies that promote business participation for small, disadvantaged, women-, and veteran-owned businesses.

"Jesus Vargas deserves this award for his professionalism in client responsiveness, delivering quality services while working with many business and political communities," said Mr. Frank Furger, Chief Deputy of the Alameda County Congestion Management Agency.

In early 2009 Mr. Vargas modified VSCE's business plan as the economy became worse, yet his determination remained high. Under his leadership the plan was successfully implemented. They were fortunate to work on rail and transit projects, recreational facilities and public-private-partnership infrastructure programs funded by Federal stimulus moneys. They hired new staff and bought equipment to improve efficiency.

Mr. Vargas was 5 years old when his family migrated from Mexico to Chicago where his family moved several times from rough gang infested neighborhoods for better education. He remembers how his father, a factory worker ascended to plant manager, told him "get a college degree mijo (son) so you can have more options and prosperity." This motivation helped him finish high school and graduate with a structural engineering degree from the University of Illinois. Mr. Vargas secured a job with Caltrans followed by over 20 years of consulting experience. This experience became a solid foundation for starting VSCE in 2004.

"I hope this award inspires future entrepreneurs to give it their all while they remain loyal to their roots that led them to the American dream," said Vargas after he received the award.

Mr. Vargas lives in Alameda, California with his wife, Beth, and three children.
